Postponing Schooling to Need Approved, Expelling Students to Be Banned

  Sichuan Province Compulsory Education Law of The 1396j彩世界极速赛车_People’s Republic of China Implementation Measures, listed as local regulations formulating program, is expected to be unveiled in the second half of 2013. At present, its Draft paper has been finished.   

  It is regulated in the Draft that Sichuan Province institutes a system of nine-year compulsory education, students will not pay for tuition and miscellaneous fee, gradually the textbooks will be provided free of charge, students who postpone enrollment should be approved and put on records. As to the studying time at school, for pupils, it should not be longer than 6 hours while less than 7 hours for middle school students. It is learned that these rules are aimed to guarantee that all the school-age children and adolescents have the same equal opportunities to get compulsory education. Thus compulsory education in Sichuan Province could be balanced developed, and quality-oriented education could be carried out smoothly.

  Strictly preventing students discontinuing their schooling

  Generally it is allowed 1 year of suspending schooling at most.

  Currently, Sichuan Province has achieved basically the goal of universalizing the nine-year compulsory education. But there are still students who drop out school. Therefore, the Draft requires that sub-county (town) government, or sub-district offices should submit a list of school-age children and adolescents to county level administrative departments of education to put on records before April, schools should issue admission notice to students’ guardians 30 days prior to the open day, answer schools are banned from making students to transfer, drop out and expelling students.

  It is also regulated in the Draft that school-age children and adolescents who postpone enrollment should be approved by the sub-county (town) government, or sub-district offices, and put on records by administrative departments of education. As for those who suspend schooling or exempting form schooling, should be approved by administrative departments of education. Generally it is allowed 1 year of suspending schooling and postponing enrollment at most. 

  Open Admission

  Any test that is linked with admission shall be forbidden.

  In order to promote the balanced distribution of compulsory education resources, the Draft also formulate that administrative departments of education shall not divide schools into key or non-key schools, whether in disguise or not. Schools shall not divide classes into key or non-key classes, whether in disguise or not. Otherwise they will be criticized by circulating a notice. If the circumstance is serious, relevant persons in charge shall be punished.

  Open admission is implemented in compulsory education. It is ruled in this Draft that schools are prevented from holding any selecting tests, testing or oral tests, linked with enrollment, whether in disguise or not. Schools shall not enroll students and divide into classes based on various contest results, awards, testing certificates. Schools shall never treat donated funds and materials as admission condition.

  As for the situations where some schools still hold entrance examination, the relevant persons in charge from Sichuan Provincial Department of Education, told that in accordance with the Draft, public schools which unauthorized list auxiliary conditions as basis of enrolling students and dividing into classes will be punished. The admission requirements of pirate schools are applied to other relevant laws. 

  Carrying out alleviating burdens

   Rate of admission into higher schools is not the only standard for school assessment. 

   It is reported that, subject to the current evaluation system, some schools put too much emphasis on testing, while courses like morality, sports and music are neglected, which not only do harm to the overall department of students, but also increase students’ burden. Therefore, the Draft explicitly regulates to establish a sound and comprehensive evaluation system which meets the requirements of quality-oriented education and a system to monitor and open students’ academic burdens. Administrative departments of education shall not issue school entrance percentage to schools. Test results, rate of admission into higher schools shall not regarded as the sole standard to evaluate schools, headmasters, and teachers. Schools and teachers shall not punish the ranking of students’ test results.

  The Draft also requires that as to the studying time at school, for pupils, it should not be longer than 6 hours while less than 7 hours for middle school students. Schools are responsible to endure that children have 1 hour to conduct physical activities each day. Schools shall not organize students to have class at weekends, in holidays, and in summer of winter holidays. Besides, schools shall not offer teaching facilities or sites for social training organizations.
